Read aloud is available in Microsoft Edge's app (English pages only)

Edge's newest update includes the ability to have text read aloud in English pages only.

Once the article loads, look to the right of the address bar for the book icon. Once selected you then have Reading options available to you (change font size, text spacing, and page theme). You also have the ability to have the page read aloud.
